About the project

RHTP 2026 Baseline & Public Visibility Scorecard is a founder-led research and technology prototype created by Aaliyah Bailey.

This project grew from a question that emerged through her work: “What can the public actually see about how states are implementing the Rural Health Transformation Program?”

To explore that question, Bailey developed an evidence framework, structured a five-state dataset, created a scoring methodology, and translated the research into an interactive public-facing dashboard using AI-assisted development.

The current application is a professional prototype and an invitation for feedback. It demonstrates a research and product-development approach; it is not a definitive evaluation of state RHTP performance.

Project context

This project grew out of Aaliyah Bailey’s work as the founder of The Center on Rural Parenting, a rural Reproductive Justice project focused on the systems, organizations, and environments that shape rural family life. Her work centers rural families, rural health, communications, community systems, and the environments in which children and families live, learn, connect, and grow.

The scorecard extends that work into an independent research, data, and technology prototype. The Center on Rural Parenting provides the subject-matter context from which the research question emerged; it is not presented as formally certifying, publishing, or endorsing the scores or methodology.

About Aaliyah

Aaliyah Bailey is the founder of The Center on Rural Parenting and has more than ten years of professional experience across communications, research, and organizational capacity. Her recent work includes evaluating AI-generated outputs and AI systems, building skills in data and analytics, cybersecurity training, and exploring AI and large language models through emerging-technology and AI-assisted product development.

Her work is grounded in the intersection of research, technology, communications, and public information: turning complex evidence into tools people can inspect and understand.

This is a prototype

The methodology, evidence model, user experience, and data structure are designed for continued refinement. Feedback is welcome, particularly on methodology, evidence standards, usability, accessibility, and what would make this type of tool more useful.

What this is not

This is an independent professional portfolio project. It is not a government dashboard, does not speak for CMS or any state, and does not measure health-system quality, implementation success, compliance, or program outcomes.
